  • "Parcel" means a contiguous quantity of land in the possession of or owned by or recorded as the property of, the same claimant or person. See also "lot."

    "Parcel map" means a map showing the division of land as described in the State Subdivision Map Act, (Section 11535, subdivisions (b) and (c)), and prepared in accordance with the provisions of the Subdivision ordinance of the city, and the Subdivision Map Act.

    "Park maintenance district" means a district established pursuant to the provisions of the Park and Playground Act of 1909, as set forth in West's Annotated Government Code 38000.

    "Parking building" means the same as "parking garage, public."

    "Parking facility" means an area either open or enclosed within a structure or portion thereof, designed or used for the parking of motor vehicles.

    "Parking facility, accessory" means a parking facility which is accessory to a structure or use on the same or other lot, and may include both required or permitted parking stalls.

    "Parking garage, accessory" means the same as "parking garage, private."

    "Parking garage, private" means an accessory structure or portion of a principal structure designed or used for the parking or temporary storage of motor vehicles of patrons, occupants, or employees of the structure or use served.

    "Parking garage, public" means a structure or portion thereof designed or used for the parking of motor vehicles and some or all of whose parking stalls are nonaccessory. Commercial or public parking garages may include accessory off-street parking stalls limited to such stalls which are accessory to other structures or uses on the same lot.

    "Parking lot, public" means an open parking facility which is not accessory to a structure or use on the same or another lot.

    "Parking stall" means space within a parking facility exclusive of driveways, aisles, maneuvering or landscaped areas, ramps, columns, office and work areas, for the parking of one motor vehicle.

    "Parkway." See "streets and highways."

    "Particulate matter" means airborne material except water which exists in a finely divided form as a liquid or solid at standard conditions.

    "Particulate velocity" means a characteristic of vibration that depends on both displacement and frequency. If not directly measured it can be computed by multiplying the frequency by the amplitude times the factor 6.28. The particulate velocity would be in inches per second, when the frequency is expressed in cycles per second and the amplitude in inches.

    "Pedestrian way" means a right-of-way for pedestrians, free from vehicular traffic, and including access ramps, stairs, and mechanical lifts and routes through buildings which are available for public use.

    "Pedestrian ways, plan of" means a plan of pedestrian ways which has been adopted by the city council.

    "Performance standards." See specific definitions dispersed throughout this chapter.

    "Pet shop" means any store or department of any store or any place of business where dogs, cats, monkeys, birds, reptiles, or any other animals are kept for sale, for hire, or sold.

    "Philanthropic institution" means a nonprofit, charitable institution devoted to the housing, training or care of children, or of aged, indigent, handicapped or underprivileged persons, but not including the following:

    1.

    Office buildings, except as an accessory to and located on the same lot with an institutional activity, as listed above;

    2.

    Hospitals, clinics or sanitariums, correctional institutions;

    3.

    Institutions or homes for the insane or those of unsound mind;

    4.

    Lodging houses or dormitories providing temporary quarters for transient unemployed persons;

    5.

    Organizations devoted to collecting and salvaging new or used materials; or

    6.

    Organizations devoted principally to distributing food, clothing or supplies on a charitable basis.

    "Plan." See "general plan," "specific plan," "pedestrian ways, plan of."

    "Planned unit development" means the planning, construction or implementation and operation of any use or structure, or a combination of uses and structures, on a single parcel of land based on a comprehensive and complete design or plan treating the entire complex of land, structures and uses as a single project. See also specific sections dealing with planned unit developments.

    "Planned street line." See "street line, planned."

    "Pool" means any structure used for swimming, bathing or wading or as a fish pond or similar use.

    "Portable container" means a container for flammable or combustible liquids capable of being easily and readily borne or carried, not stationary or fixed and having a maximum capacity of five gallons.

    "Pre-application review." See Chapter 17.77.

    "Preferred center frequency" means the octave band designated by a single number which corresponds to the geometric center frequency. Nine octave bands cover the entire range of frequencies of interest in industrial noise and are described in the American National Standards Institute Standard No. S1.6-1967.

    "Private club." See "club, private."

    "Private road easement." See "streets and highways."

    "Project" means an action undertaken to change the use or character of use of land or structures, said action requiring a permit or other action on the part of the city. Project includes, but is not limited to subdivision, lot split, building construction, planned unit development, rezoning of land, variance from this chapter, request for conditional use, and change of land use requiring a permit.

    "Projection, architectural" means anything attached to and extended outside the outer face of the exterior wall of a structure and not intended for shelter or occupancy.

    "Property line" means a line separating parcels of real property having separate legal descriptions, but not including a building line.

    "Public utility." See "utilities."

    "Public way" means any street, alley, pedestrian way, channel, viaduct, subway, tunnel, bridge, easement, right-of-way or other way of which a public agency has a right of use. See also "streets and highways."
